No, it is not, but you can compute that as follows:

    EGE((Fb)&(Fa)) 
    = EGE( (F(b&(Fa))) | (F(a&(Fb))) ) 
    = EG( (EF(b&(Fa))) | (EF(a&(Fb))) ) 
    = EG( (EF(b&(EFa))) | (EF(a&(EFb))) )
