Can someone please explain why is the highlighted part not 1 here ?
and also why the value of t =5  for [a SB b] is 1 ?

What you maybe missed is the text above that snippet which explains that the signals a,b,c are periodically repeating the first three points of time. That is why also repeating with this period.
